At a time when security threats extend far beyond national borders and require unprecedented international cooperation, a select group of professionals have distinguished themselves through leadership, expertise, and dedication. Among them is Lahoucine Goghrod, a native of Agadir, Morocco, who currently serves as Director in Charge of Global International Police Cooperation. His remarkable journey reflects the excellence of Moroccan talent and its growing contribution to international law enforcement and security.

Born and raised in the Souss region of southern Morocco, Lahoucine Goghrod left Agadir at the age of 17 to pursue new opportunities abroad. However, it was in his hometown that his passion for policing, public service, and international cooperation first took root. The dream began in Agadir; the professional journey unfolded on the international stage.

His determination eventually led him to the United Kingdom, where he joined the prestigious Metropolitan Police Service (Scotland Yard). There, he built extensive experience in criminal investigations, intelligence, urban policing, and public safety. One of the defining moments of his career was his service within the SO15 Counter Terrorism Command, where he developed advanced expertise in counter-terrorism operations, intelligence analysis, organized crime investigations, and international security cooperation.

Building on this experience, Lahoucine Goghrod expanded his responsibilities beyond operational policing into the field of international law enforcement collaboration. Today, he serves as Director in Charge of Global International Police Cooperation, working to strengthen partnerships between police services, international organizations, and security institutions worldwide in addressing complex transnational threats.

He is also an official member of the International Police Association (IPA), United Kingdom Section, one of the world’s largest professional police organizations, dedicated to fostering friendship, professional exchange, and cooperation among law enforcement officers across the globe.

Throughout his career, Goghrod has participated in numerous high-level international conferences and strategic security forums. Among the most notable was his participation in the Police Congress held at the European Parliament in Brussels, where senior police officials, policymakers, and international security experts discussed the future of European and global security, including terrorism, organized crime, irregular migration, and cross-border law enforcement cooperation.

During these international engagements, Lahoucine Goghrod has consistently highlighted Morocco’s internationally respected approach to counter-terrorism and public security. He emphasizes that Morocco has become a trusted strategic partner thanks to its proactive security policies, highly effective intelligence services, and strong commitment to international cooperation.

Beyond his operational responsibilities, Goghrod has become a recognized advocate of police diplomacy—the idea that today’s security challenges can only be addressed through dialogue, mutual trust, intelligence sharing, and strong institutional partnerships between law enforcement agencies around the world.

His distinguished career has earned him several prestigious international honors and recognitions, acknowledging his professionalism, leadership, and outstanding contribution to global police cooperation. These distinctions reflect not only his personal achievements but also the growing recognition of Moroccan expertise on the international stage.

Despite his global responsibilities, Lahoucine Goghrod remains deeply attached to his Moroccan roots and to the city of Agadir. He often emphasizes that the values he acquired during his youth in Morocco shaped his character and inspired the passion that ultimately led him to positions of international leadership.

Today, Lahoucine Goghrod stands among the most distinguished Moroccan figures in international policing and global law enforcement cooperation. His journey—from a young man leaving Agadir at the age of seventeen to becoming Director in Charge of Global International Police Cooperation—demonstrates that determination, integrity, continuous learning, and a clear vision can transform local aspirations into global leadership.

His story is an inspiring example for young Moroccans, particularly those from the Souss region and the Moroccan diaspora. It is a reminder that dreams may begin at home, but with dedication, excellence, and perseverance, they can reach the world.
